Position Overview:

Siemens Government Technologies (SGT) is seeking an experienced individual for a Senior Pricing Analyst & Compliance Officer. You will play a key role in supporting Siemens Government Technologies mission to deliver innovative solutions that address the federal government’s imperatives in energy resiliency, smart infrastructure modernization, and the software-driven optimization of maintenance, sustainment, and production activities.

You will work closely with our business development, project management, contract management, procurement, affiliate and finance teams to review detailed cost build ups, develop government compliant pricing strategies and company guidelines, model multiple scenarios to establish appropriate pricing, conduct competitive and historical pricing analyses, support the negotiation and coordination of affiliated and third-party subcontractor inputs, coordinate the required internal approvals, and ensure compliance with external and internal guidelines.

Importantly, you will rely on your experience and critical eye to question the reasonableness of the estimates provided to you and help ensure that projects can be implemented within contract and funding limits.

Responsibilities:

• Review, form questions regarding, and plan and prepare fully compliant proposal response templates and documents based on US Government Requests for Proposals (RFPs) instructions, company estimating system requirements, and technical approach.

• Review Technical Bases of Estimates (BOEs) and translate BOEs into cost proposal labor, travel, ODC, material, subcontract, consultant resource requirements.

• Establish and coordinate schedules, monitor and problem solve, cost/price model development, pricing cost narrative, price strategy, risk assessment, business case analysis, and preparation/presentation of management briefings.

• Support proposal discussions with the Government and final proposal revisions. Support Government proposal audits.

• Manage company guidelines for the organization to follow to ensure compliance with relevant government regulations (TINA, FAR, DFAR, CAS, CESM, etc).

• Provide guidance and review cost and price inputs to ensure compliance with relevant government regulations (TINA, FAR, DFAR, CAS, CESM, etc.) and solicitation requirements.

• Work with Heads of Accounting and Project Controlling to develop and lead cross functional process improvement projects.

• Ensure commercial activity is compliant with Siemens Financial Reporting Guidelines and Government accounting standards, coordinate internal Limits of Authority (LoA) reviews with North American affiliates and global Risk Management team.

• Support bid team to ensure SGT bid teams follow the required LoA.

• Adhere and enforce company policies and procedures.

• Evaluate cost and price inputs for reasonableness and sufficiency.

• Proactively collaborate with cross functional teams on individual proposals and overall process improvement.

• Complete timely, compliant, consistent, and thorough pricing proposals for the breadth of SGT’s portfolio.

• Use customer provided pricing templates and develop efficient, flexible, internal cost buildups, detailed pricing models, and other documents as required to accommodate the iterative nature of complex Federal projects.

• Develop, consolidate, and communicate cost and price assumptions, narratives, and risks/opportunities to support resulting price and demonstrate compliance with all solicitation requirements.

• Develop and execute metric based pricing analysis, strategies, and processes based on research and data.

Requirements:

• Bachelor’s degree in business or related field

• At least eight years of US Government pricing experience with recent history of preparing proposals for U.S. Government customers

• Strong attention to detail and organizational skills with the ability to maintain high accuracy in multiple simultaneous work products

• Knowledge of and experience with the FAR and DFAR contract types (CPFF, FFP, T&M, etc.) as well as FAR, DFARS, and CAS regulations and compliance

• Experience providing comprehensive responses to pricing evaluation notices, final proposal revisions, etc

• Ability to work well in both a team setting and independently

• Capable of working in a fast-paced, dynamic environment, and motivated to drive change and foster an environment to help achieve business results

• Communicate effectively with all levels of management both orally and in written form

• Advanced level MS Excel skills with the ability to design complex models

Security Clearance:

• Candidate must be US citizen and have the ability to obtain a US federal agency security clearance if later required.
